What is the Carbon Border Adjustment Mechanism (CBAM)?

The Carbon Border Adjustment Mechanism (CBAM) is a European Union regulation designed to put a fair price on the carbon emissions embedded in certain goods imported into the EU. It requires EU importers to calculate and report the direct and indirect emissions associated with carbon-intensive materials and, starting in 2026, purchase CBAM certificates that reflect the EU Emissions Trading System (EU ETS) carbon price. The goal is to prevent carbon leakage, ensure fair competition, and support the EU’s legally binding climate targets.

What industries are impacted by the EU CBAM?

CBAM currently applies to imports of iron and steel, aluminum, cement, fertilizers, electricity, and hydrogen, as defined by CN codes in Annex I of CBAM. These sectors were selected due to their high carbon intensity and exposure to international trade. While only EU importers are legally responsible for reporting, non-EU manufacturers and suppliers are directly impacted because they must provide installation-level emissions data to their EU customers. The EU has also signaled that CBAM’s scope will expand over time to cover additional materials and products.

How can companies report CBAM emissions?

CBAM emissions must be calculated using the EU-approved methodology outlined in the regulation and reported through the CBAM Registry by authorized declarants. Companies need to collect installation-level data from their supply chains, including fuel use, electricity consumption, production output, and calculated CO₂e emissions. Default emissions values are no longer sufficient for most cases, making supplier engagement and data validation critical.
