The Biggest Indicator of Unpreparedness Is Lack of Proof

The most important step in PPWR compliance is being able to prove it. This is especially true when it comes to having the supplier documentation needed for the technical file supporting your CE conformity assessment.

A strong technical file depends on reliable inputs, such as: 

  • What is the packaging made of? 
  • Which constituent materials are used? 
  • Are relevant restricted or reportable substances present? 
  • Is supplier compliance documentation available? 

Enforcement authorities can request your technical file at any point, and you only have 14 days to provide it. That means the technical file needs to be proactively generated, kept up to date, and readily available for enforcement checks. 

All this technical documentation is also connected to your CE conformity and labeling requirements, which are critical to your EU market access. To be sold in the EU, a product and its packaging will need to be CE compliant with the applicable product legislation (such as RoHS) and meet PPWR requirements. Having a CE marking on your product doesn’t mean you’re fully PPWR compliant, and vice versa. They go hand in hand, and both rely on credible supplier declarations. And collecting that supply chain data is the hardest part of the process.
