Understanding the Waste Framework Directive

As part of a broad circular economy strategy, the European Commission introduced amendments to the EU Waste Framework Directive (WFD) in 2018. To meet the directive’s requirements, companies must acquire a wide range of part, supplier, and substance data inputs from their supply chains for submission to the Substances of Concern In articles, as such or in complex objects (Products) (SCIP) database. This information is publicly-searchable by competing companies, non-governmental organizations (NGOs), the media, and others.

Determining Your Next Steps

  • Identify your in-scope products. These include any that will be sold in the EU or be used in products sold into the EU.
  • Engage your internal stakeholders, ensuring they are aware of the obligations.
  • Engage your supply chain and notify them about the data types you will need to collect.
  • Adapt and supplement any past information you have collected for REACH to start building your SCIP dossier submissions.
  • Create an EU REACH-IT account, which defines an EU legal entity and allows you to submit data in the IUCLID format.
  • Collect the required information from your supply chain.
  • Appoint all internal and upstream stakeholders responsible for submitting the data.
  • Continue updating your information in the system as your products or requirements change.
