What is the EU Packaging and Packaging Waste Regulation (PPWR)?

The PPWR is an EU regulation designed to reduce packaging waste, improve recyclability, increase the amount of packaging that is recycled and standardize sustainability requirements across all packaging placed on the EU market. It was published in the OJEU in January 2025 and entered into force in February 2025.

It replaces the existing Packaging and Packaging Waste Directive (PPWD) with a directly applicable regulation, ensuring consistent rules across all EU member states. The regulation introduces requirements for hazardous substances in packaging, recyclability, recycled content, reuse targets, and labeling, and is a central part of the EU’s Circular Economy Action Plan aimed at reducing environmental impact and packaging waste at scale.

What types of packaging are covered under PPWR?

PPWR covers all packaging types placed on the EU market, regardless of material or intended use.

This includes primary (sales), secondary (grouped), and tertiary (transport) packaging across materials such as plastic, paper and cardboard, glass, metals, and composites. The regulation applies to packaging used in industrial, commercial, and household contexts, with specific rules targeting high-impact materials like plastics and requirements for recyclability and minimum recycled content.

Yes, PPWR applies to non-EU companies if they place packaging or packaged products on the EU market.
